On 28 October, Chancellor John Healey, appointed by a new Prime Minister earlier this year, delivers his first Autumn Budget, trying to balance manifesto promises not to raise income tax, employee National Insurance or VAT against a fiscal shortfall that different forecasters put anywhere between £11bn and £51bn.
